The water tower for our neighborhood is getting its bi-decade makeover.Every morning a team of engineers rolls out these big sheep skin looking sails and hoists them up, around the water tower. They use the material to stop the wind from smearing their work. And maybe to stop paint from blowing all over the place. Probably some OSHA policies involved in there somewhere.
Whatever it is for is up for debate. But, to me, it looks like colossal birth control.
